UPS Package Cars: AC, Heat, Safety & Bidding Rules Explained

What "package car" means at UPS

If you drive for UPS, "package car" is the everyday name for the brown delivery truck you take out on route. Generally speaking, UPS uses model designations like P-32, P-500, P-700, P-1000 and P-1200 to describe package car sizes — the larger the number, the larger the cargo body. (Note: an unrelated dictionary definition of "package car" refers to a railroad car for less-than-carload freight, which has nothing to do with UPS delivery vehicles ^[9].)

Your contract spends a lot of time on package cars because the truck is your workplace. Below is what the 2023–2028 National Master Agreement and the supplements say about the equipment, comfort, safety, and bidding rules tied to package cars. Contract-specific claims below cite the contract excerpt they come from.

Air conditioning and the heat fight

The 2023 contract was a turning point on package car cooling. Under Article 18, new vehicles purchased after January 1, 2024 must come with in-cab air conditioning ^[2]:

• P-200 through P-470 vans, pushbacks, and fuel trucks purchased after January 1, 2024 must have in-cab AC ^[2].
• All new package cars P-500 and larger, shifting units, and 24-foot box vans purchased after January 1, 2024 must have in-cab AC systems ^[2].
• All AC systems must be repaired as needed ^[2].

For the existing fleet that doesn't have AC, the contract requires fans. A single fan had to be installed in the cab of every existing package car P-500 and larger within 30 days of ratification, and a second fan in every existing P-500 to P-1200 by June 1, 2024 ^[2].

To get new air-conditioned trucks out fastest, the Employer must make reasonable efforts to prioritize allocating package cars purchased after January 1, 2024 to Zone 1 first, then Zone 2, then Zone 3 ^[2]. Heat shields, induction vents, and the Heat Committee

Beyond AC, the contract attacks cargo-compartment heat directly. All new non-electric package cars and vans model year 2023 and later must be delivered with factory-installed exhaust heat shields, and P-500 to P-1200 cars of that model year also get air induction vents for the package compartment ^[2].

For the older fleet, within 18 months of ratification:

• All non-electric package cars P-500 and larger must be retrofitted with exhaust heat shields ^[2].
• Package cars P-500 to P-1200 must be retrofitted with an air induction vent scoop ^[2].

The agreement also created an IBT/UPS Package Car Heat Committee — three Union and three Employer appointees — within 10 days of ratification, to study venting and insulation of cargo compartments ^[2]. By October 1, 2024 the Committee was to issue a determination on additional venting/insulation solutions (including possible floor insulation); if it deadlocked, the dispute went up to the National Negotiating Committee chairs and ultimately to resolution under Article 8, Section 6 ^[3].

Heaters and defrosters

The Employer must install and maintain heaters and defrosters on all trucks. If yours isn't working, complaints are handled through the red-tagging procedures under Article 18, Section 18.2 ^[1].

Safety and ergonomic equipment

Your contract spells out a long list of required package car safety features. Per Article 18:

• Door handle shield coverings must be provided in a timely manner when requested ^[3].
• When requested, package cars larger than a P-32 get curbside grab handles mounted inside, plus mounting brackets to secure hand carts ^[3].
• The Employer must make every effort to require all new package car designs to have lower cab entry steps ^[3].
• All new package cars must have step tread plates on both the driver and passenger sides ^[3].
• Package cars added to the fleet before January 1, 2009 get traction tape installed on the floor upon request ^[3].
• Gear shift extensions are handled case-by-case, and all new package cars placed in service must have power steering ^[3].
• A hand cart will be provided at the driver's request ^[3].

On personal safety equipment, the supplement requires manufacturer-certified seat belts in all automotive vehicles, safety belts on jump seats, and three-point shoulder harnesses on the driver's side of all new vehicles (and on the jump seat of new licensed vehicles). The driver's belt and jump-seat belt must be worn at all times the vehicle is moving ^[1].

A key escape-safety rule: the bulkhead door release must be accessible from inside as well as outside so you can get out of the package compartment ^[3][1].

Fleet replacement and vehicle integrity

The contract also commits UPS to keep modernizing the fleet. Under Article 18, the Employer must replace at least 28,000 package cars and vans during the life of the Agreement, and must notify the Union if it can't meet the schedule because of volume downturns ^[3]. The Employer also agrees to maintain door and engine compartment seals to limit fumes, dust, and moisture in the cab ^[1], and new package cars and feeders must be ordered to comply with FMCSR in-cab noise standards ^[1].

Bidding your package car area

Becoming "the" driver on an area is governed by your supplement's bidding rules. In the Western Region supplement, a permanently vacated or newly established package car area (excluding areas created during December) must be posted within five days for a five-day bid window, during which drivers bid by seniority ^[4][7]. The posting must include geographic descriptions, area boundaries, loop designation, current package car size, and whether it's a designated training area ^[7]. The successful bidder is awarded the area the Monday after the five-day posting closes ^[7].

That supplement also protects you when management reshuffles your route:

• Within the first 15 days on a new bid area, you can request and receive ORION or Telematics screenshots of each of the first five days worked ^[7].
• If your area is split into an additional new area, you get to pick which of the two areas you keep before the other is posted ^[7].
• If your assigned delivery area is permanently changed by 50% or more of its stops, you have the right to follow the major portion of your original area ^[7].

Want to be relieved of overtime?

Package car drivers can ask to be relieved of overtime. Under Article 37, Section 1, it's the Employer's policy to cooperate with a package car driver who wants off overtime, processed by the Center Manager and Steward based on seniority; the Employer must allow at least 10% of package car drivers worked in any center off daily, and no driver's dispatch may be adjusted more than twice per month ^[8].
