What's the difference between progression pay and top rate at UPS?

Progression is the multi-year wage ladder new hires climb; top rate is the contractual maximum hourly rate for the classification.

When you're hired into a full-time package-car or feeder job, you start at a "progression" rate well below the top rate and climb a wage ladder over a set number of years (commonly four years for full-time package, with seniority dates anchoring each step). Each step has a fixed dollar amount in the Master.

"Top rate" is the contractual maximum hourly wage for your classification, hit at the end of progression. General wage increases and COLA are layered on the top rate; progression employees move up their own ladder and only receive GWI/COLA once they top out, unless your supplement says otherwise.
